Specifying NAMED="1" makes a named block of the entire contents of this section. The name of the block is the name of the section (in upper case, since block names are case sensitive). As an obvious side-effect, you cannot use REFerences to named blocks, nor define other named blocks in a section where NAMED="1" has been specified.
